General Summary
Execute strategic sourcing, buy decisions and operational plans across
assigned transportation mode categories in support of the Department and
Corporate goals and objectives. Lead strategic productivity
initiatives that generate cost savings and process improvement while
maintaining high levels of customer service.
Sets the standards for effective negotiations, transportation
competency, and company compliance to Federal, industry and internal
regulations and guidelines reducing risk and exposure. Responsible for
contractual control and rate negotiation for the a transportation
category for North America. Provide cost impact analysis and
recommendations.
Develop partnerships and manage relationships and performance with the
suppliers/carriers utilizing key performance metrics . Look for and
analyze new opportunities that will enhance our logistics network
through business process and statistical analysis.
Principal Accountabilities
- Execute buy strategies in support of a Core Carrier Program based on
mode expertise, category management, industry assessment and needs of
the business - conduct RFP, RIs and carrier bids.
- Participate in carrier negotiations and relationships - ensure
contracts support lowest costs and superior service initiatives.
- Must have ability to formulate and implement legally binding
contracts; expected to understand costing, performance measurement.
- Identify productivity initiatives that generate cost savings, cost
avoidance and/or service improvements. Question conventional logistical
practices and execute programs that leverage our mass that result in
lowest imaginable costs.
- Accountable for the management of a category within the
transportation budget.
- Reduce risk and exposure by understanding the complexities of
legislation and ensuring compliance: Department of Transportation (DOT),
State, Federal and Surface Transportation Board (STB) regulations;
including transportation documentation.
- Remain abreast with industry and economic development ensuring
communication on issues that may have a national or local impact
including fuel indexes.
- Link with other areas of the organization including Procurement, PF,
Supply Chain, CLMs, TMC and the Field operations.
- Accountable for creation, deployment and monitoring of key
performance metrics.
- Accountable for the efficient and effective utilization of all
transportation management operations in support of both raw material and
finished goods shipping requirements consistent with the companies
customer service and cost targets.
- Support studies for new items, new sources points or new customer
distribution methods. Perform what-if analysis and critical thinking.
- Perform supplier assessments, disseminate monthly carrier scorecards
and monitor overall performance against scorecard goals and
expectations.
- Work with ship site location managers to improve operational and
performance metrics.
- Assist with the implementation of corporate initiatives and maintain
sound policies and procedures. Deliver lowest imaginable costs while
achieving service objectives and KPIs, Strengthen partnerships with
transportation providers delivering win/win results.
- Advises management of any opportunities or risks related to
departmental expenditures and service issues.
Job Complexity
- Must be able to understand industry and economic drivers (commodity
(fuel)) trends
Education & Experience
- Bachelor's degree in supply chain related field
- 3 - 5 years of supply chain related experience - preferably transportation
- Good communication, presentation and teamwork skills
- Good quantitative and analytical skills
- Ability to work under pressure
- Proficiency in desktop software applications
- Ability to interact with all levels with customers, 3rd party
providers and internal stakeholders
